Is it possible for a person with Asperger's Syndrome to physically undergo puberty but to have the associated emotional changes delay?

My sister is 28 years old and is experiencing some awkward emotional changes. Physically as a teenager she went through all of the classic changes but never felt the emotional ones. Now as an adult she is overly sensitive about her body, is uncertain about life, is trying to develop an identity, has mood swings, is self conscious, gives into peer pressure, had her first crush and is wanting to have sex and a baby all of a sudden. It appears to be puberty all over again, so is it possible to develop the emotional changes that much later?

Anything is possible. Many never reach emotional puberty.
