A murder in Chicago!?

Two Pakistani brothers were walking home from class at Loyola university in c Chicago and were robed at gunpoint. The robber took $2 and a cell phone and murdered the older brother as he died in his younger brothers arms.

What as a society in general can we do to prevent these tragidies from happening?

My prayers go to the victims families.
