"Can I transfer the internals of a SATA hard drive to a new hard drive and keep my data?"
No, you cannot open the SATA drive for more than a few minutes, and not risk loss of all data. Contaminants in the environment will scratch the platters and damage the read heads.
If the drive has stopped spinning, get it to Data Doctors, and see if they can mechanically spin it up long enough to get your data off. They use clean room techniques to help prevent further damage.

If you want to physically open the hard drive and transfer the platters then your idea is bound to fail, every hard drive is assembled under a clean conditions with filtered air and low dust, once you open it in a normal atmosphere then it will fail very quickly due to dust being attracted to the heads/platters. Also the electronics of another drive will vary considerably unless you get the identical model with the same revision. This is what data recovery specialists are paid for - rebuilding the drive in a clean atmosphere and recovering what they can
If you simply want to copy off your data then there is no problem using drag and drop etc

You'll need to 'clone' your hard drive, sir. Some manufacturers do give a FREE cloning product with their hard drives, but you'll need to check this for yourself as you haven't indicated which specific brand and model of hard drive it is you're referring to.
There are also third-party softwares that will allow you to clone a hard drive to a new one, some of them FREE.
