One has a speed setting (variable speed). The dual action is that it spins and has a random orbital path.
So, yes, an orbital polisher is going to be "dual action" by it's nature. The variable speed is an upgrade of sorts.

No, a dual action has two different ways of polishing eg up and down and random while a variable speed random just goes faster or slower but is always random. Are you going to use it to polish the hull of the ISS?
