Offender 1 took out a heavy loan to purchase a car and eventually faced financial crisis. To avoid ruining his credit, he decided to rid the car by setting it on fire and dishonestly reported the car stolen. He was never caught for this felony.
Offender 2 went inside of a store and stole 3 eggs. Her reason was to feed her grandchildren.

If Offender 1 was never caught, what am I to set him free from? By the way, just as a rule of thumb, anytime a car reported stolen is set on fire, the owner did it.

Unfortunately This is always the case, The Criminal who commits atrocities against property Ie car break-ins and house break-ins and White collar criminals are the ones who don't get caught or are lest likely to be prosecuted.
