Boyfriend said he'd call but didnt?

He told me he wanted to call sometime after 12 midnighr cause before that he had work. By 12:30 i texted him, "you still busy? im kinda tired so i might go to sleep soon" he then replied, "im eating for a bit at the cafe, can i you wait for me? or how about you sleep first and i'll wake you up? put your phone next to your ear okay ;)" and i replied "sure, make sure you wake me up okay! :p" but i just woke up and now it's already 1:25am and still nothing from him :/ did he sleep or did he forget or is he maybe doing something first before calling or is he too lazy to call?
