Questions on Germany in WW1??

If it wasn't for the assassination of Franz Ferdinand,(1) Will Germany start the war as well? (1)Who were the aggressor(s) that want to get into the war and why? (3)Lastly, who got punished the most severely in the Axis Power ( is that the name back in WW1? ) ?

-Sorry if there's a lot of questions but i just interested to know- Thank you in advance for answering! :)

Update:

I added the (2) just incase Germany wasn't the one who want to start.

Germany and its allies in WW1 were known as the Central Powers.

Germany wanted a general European war, which they believed they would win quickly,to break out before 1916.If not for the assassination of Franz Ferdinand, they would have found some other pretext.

The aggressors were Austria-Hungary,who wanted to invade and annex Serbia, which had long been stirring up trouble among ethnic minorities in the Austro-Hungarian empire, and Germany, which wanted to replace Britain as the dominant global power.Once the war was won,Germany could take colonies and other territory from defeated enemies under a German imposed peace treaty (see the Septemberprogramm).

Austria-Hungary was probably the most severely punished after the war,as their empire was dismembered and came to an end.Germany was punished very heavily, but at least Germany remained a unified, independent state called Germany.
