For those who aren't why is that part of the second amendment fine to ignore while the other part isn't?

the first part of the Amendment does not grant the right, it explains why it is in the best interest of the government to protect it

The 2nd Amendment as written,
"A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
Please note the use of "," which means a break in the sentence and or change of thought. So basically it reads; A well regulated militia, (break and the reason given why a militia is needed) being necessary to the security of a free state, (break and change of subject) the right of the people to keep and bear Arms, shall not be infringed.
So the US has a well regulated militia it is called the US Army, Army Reserve and National Guard and the people have the right to bear arms.
