rear end crash?

Who is at fault if 2 cars traveling down a wet road down hill and both have to abruptly stop not even going the speed limit and the car slides into the car I front due to the wet road and the car bowing it up in front of him

    Following car is at fault.

    Speed limit is the Maximum speed, not necessarily the safe speed.

    You need to maintain enough space to the vehicle in front to be able to stop. How far depends in the conditions. Speed, wet road, downhill, then you have to allow more space in case the vehicle in front stops unexpectedly. Maybe there is something on the road, like a child?

    "The car in front stopped and I couldn't" is NEVER a defence

    It is actually kind of funny how the person at fault always describes the cause of the accident as "wet road" or "the car in front of me slowed too quickly." Translate those as "I was driving too fast for the conditions" and "I was following too closely."
