Need help with Navy Unit Fund Regulations?

I am trying to help out some of the local NROTC Midshipmen with some issues they are getting the shoulder-shrug from their instructors.

What are the Navy / NETC regulations or policies that cover how to run a gee dunk-type fund and inventory. The Mids are running a pretty large deficit and have an inventory control problem. They sell snacks and run a coffee machine in their "wardroom", and sell t-shirts and such to lower costs of their annual ball and so on.

I know all about how we do it in the Army, and have advised the kids on some basic unit fund practices, but no success in finding the Navy's policies - not least of which, I do not know what it is even called in the Navy.

    I could go do some research but I won't.... What I'd offer you is that there are no good rules on how to do what you are asking. I remember the same issues when I was in ROTC in the 80's, I encountered the problem over the years on various ships and shore activities and I have the same issue now running a government civilian activity. If you know of an Army instruction which seems to apply by all means use it. It doesn't have to be hard. Separation of functions such tat the same person isn't making the purchases, receiving the material, and keeping the books. Do some type of periodic audit. Have a responsible supervisor.     Bake sells, car wash sells, allow soldier to go into work in civies if they pay into the fund for one day. Allow soldiers to go into PT in civie PT's as long as men do not wear wife beaters shirts or woman do not look like they are training on a stripper pool.

    Get a google document going, one soldier may be stealing from the pot so have only one soldier in charge of the whole show and have him do a google document to show you how much he made a day ect. Too many people partisipating means the money can be easily stolen. I ran my own snack shop in the Army and I was the only person in charge of the money. No one else helped me. I bought flowers for soldiers who lost family members and bought cards and we used the money to do PLT activities together like go bowling.
