They probably handed the job of drawing up the list, to some unpaid intern.
They're probably too lazy to make sure they keep on top of a list as the year progresses. They missed out Rik Mayall too.

There isn't time to mention every well known actor who has died since the last ceremony. The organisers will have booked the venue for a certain period of time, and they have got to be out on time.
