Is my TV mother board the problem?
My TV is a Phillips 42ta648bx/f7 LCD. The power board seems to be powering the main board as the main board has a little green lite in the center that stays on when plugged in. There is no sound and no picture. screen is black and stays black. Not a flicker. All the capacitors look find on power board and visually all boards look fine. When the power button is pushed, a small white light on the front of the TV comes on and immediately goes out and stays out on till the button is pressed again.

You've expanded on your earlier post (link below) with the added info that you have both no picture nor sound. That helps. In that case, I agree with Penguin--unless you enjoy experimenting and tinkering with a failed TV, your best option is to recycle the Philips and consider investing in a new TV, and a more reliable brand this time.

You've already spent far too much time trying to debug a problem that isn't worth the money to fix.
It'll be far cheaper to just buy a new TV - both in terms of money and time.

yeah no it definately is because we can magically diagnose your tv just from those few words.
