Video and Audio stutter when watching a video?

Update:

So when I am watching videos, regardless of if its on the internet or offline. It will stutter maybe once every couple minutes. the audio makes a jamming noise each time it does it

Update 2:

How do I fix that. its a 6 month old Dell XPS ultrabook

Update 3:

I tried using VLC player, the VLC app and also the windows media player. All of them did the same thng. Also while typing this, I am actually typing quicker than my computer can write it out. Like its kinda lagging.

    Sounds like buffering issues.
