Would the game be much different if the number of players on the line of scrimmage was not limited?

I mean if players like the slot receiver could move up a step

Update 2:

A non-eligible receiver isn't much of a receiver, is he? Anyway, why is that even a rule. What difference does a step make?

    The only limit is the number of players on the field (11)

    The slot can move up a step. He just wouldn't be an eligible receiver. I've seen eight and nine man lines in middle school or Pop Warner.
