On what basis was Buenos Aires defined as a combat zone during the Falklands war?

No rants please. I'd just like to know what kind of combat allegedly happened there.

To clarify, I would like to know what Mr O'Reilly alleged made it qualify as a combat zone.

    It wasn't. There was no combat there.

    Buenos Aires is over 1000 miles from the Falkland Islands.

    About the same distance as from New York To St Louis but you can't drive because it's over water.

    First of all, if you are discussing this topic with an Argentinian, you should know that they are Las Islas Malvinas, not the Falklands Islands!
