The rules for most card games are set up by Hoyle ("According to Hoyle" was a common phrase I heard as a kid whenever our family played pinochle or other card games). If there are any articles or books about Hoyle, you might find the answer to your question. Or you could just type in "Biography of Pinochle, the card game" and do the Wikipedia thing...

German immigrants brought the game to America. During World War I, the city of Syracuse, New York outlawed the playing of pinochle in a fit of anti-German sentiment. Pinochle was the favorite card game of American Jews and Irish immigrants, while skat was the preferred game of a majority of German immigrants.
