Do colleges like it if you take AP classes, but not the AP exams?

That's always been on my mind. I keep seeing that they like seeing AP classes in a student's schedule, but what if they don't take the exam?

Would they still consider accepting the students just for being in the class and passing it?

Yes, that's fine. If anyone questions you, you can just say that you intend to take the class(es) again at the college level, so you didn't want to waste the money on the test. But I doubt you'll be questioned. In fact, I'm not sure how they'd even know your scores (or lack thereof) at the application stage; you'd only submit them when applying for credit (i.e. after you've been admitted).

Yes, colleges like students who have challenged themselves with rigorous AP classes. No, they don't whether you take the exam. They won't even know if you did, because they don't ask about AP exams or scores when you apply. Like Sam Spayed said, the ONLY time they'll see your AP exam scores is IF you submit them for credit, AFTER you've been accepted.
