How to stop someone not handicap parking in handicap spot?
At my apartment complex this lady keeps parking in the handicap spot. It makes me mad! There isn't parking directly I front of her entrance and that spot is the closest to her door. She is just simply lazy.
I put a note on her car a few times. She just continues to do it. Is this something to call the police on? I feel like it's just a waste of their time. I would just feel bad if someone actually needed it

She may have a permit but forgets to hang it from the mirror. Make sure her back plate is not tagged handicapped also.
There is an old saying, three strikes and your out. Starting Monday morning place a note under wiper that its a $100 fine for her offense.
Then again on Wed morning and again on Fri morning. Still parking there? Then, three strikes and your out, contact local police using non-emergency phone number. She will get the hint.

Just call the police and report that there is a car that continually parks in a handicap parking spot.

Depends on whether the space is one which is controlled by laws, if so then Police or whoever deals with parking in your area are the ones to go for.
In some cases these spots are marked out, have no force in law, and are just courtesy places - if so there is nothing you can do
