Are there any uses for social insurance number when you work outside of Canada permanently?
Since I don't have credit card and the phone social insurance number letter that asks for money doesn't work, should I just stop bothering with the SIN debt letters?

There is no purpose for a Canadian social insurance number outside Canada. No one can possibly use it to confirm your identity. A SIN or SIN card is not ID. Even inside Canada, there is no reason to carry it and it is only used for taxation purposes. You should never give out your SIN. Identify thieves could potentially use it to obtain taxation information, other ID, and then credit using your name.
