In HInduism, devas are gods. Free will is not really part of the Hindu paradigm.
In Buddhism, deities are metaphors for our own innate qualities .. qualities that we are trying to develop in ourselves. As such, there is no "entity" to have free will or to not have free will.

The Buddha taught anatta doctrine, not atta doctrine.
The Buddha taught about the nature of physicality and mentality as anicca (impermanence), dukkha (sufferings) and anatta (ownerless, not following anyone's will)
These three are known as Tilakkhana (three signs/manifestation of existence).
