    Classification 176: Anti-Riot Laws

This classification was established in 1968 to investigate possible violations of the anti-riot provisions of the Civil Right Act of 1968. This included the investigation of individuals who crossed national or state boundaries in order to participate in any type of civil disorder. Anyone or any group teaching or demonstrating the use of firearms, explosives, or incendiary devices which interfered with interstate commerce or a federal protected activity was investigated.

    Nobody is rioting in Boston.

You're confusing it with Baltimore, where the police broke an unarmed man's spine.
