Shouldn't we be forcing prospective parents to get licensed and take classes in preparation for their responsibilities?
I have to get licensed to drive a boat. Raising a kid is a much larger responsibility.

So what happens if they don't pass the test? Will their child just be taken away from them as soon as they are born? Parents taking a test may decrease the number of child abuse cases but babies could be taken away from families that would never abuse them. The foster care system is already full enough as it is! It would be cruel to take a baby away from a Mother who has carried it for nine months just for it to be taken away because she failed a test. She wouldn't even have the chance to attempt to raise her child which will be very emotionally damaging for her. Having children is a human right and getting parents to take a test is ridicules.

Are you suggesting that if someone doesn't pass the "test" , any children which they happen to have should be ripped away from them? For most, parenting is a natural instinct. All species were built to reproduce and tend to their offpsrings' needs.
If a parent is abusive, they should of course lose their child. But who is any human to decide who is worthy of doing God's will? People like you obviously dont have children nor understand the parent/child bond.

Intellectually I would agree with you. However boats don't come about by accident or by force of nature, so it is a little more complicated than that.
