Well it depends on what he drew it on with and what kind of fabric the shirt is made of. Rubbing alcohol might take it out. Also hairspray works at getting most regular inks out.

It depends on what he used to draw the penis on your shirt. If he used a permanent marker, no. If he used anything else, the penis on your shirt should come off.

If you use some soap liquid and rub it vigorously for a few minutes
it might come off.
