The probability of two events happening together is the product of their individual probabilities.
So the probability of the first king being drawn is: 4/52 or 1/13
If that king is not replaced, there are 3 kings left out of 51 cards, so the probability of this second king happening is 3/51 or 1/17
Multiply them together to get your result:
1/13 * 1/17 = 1/221 (answer C)
