I am about to start a government job and recieve benefits. Can I put my girlfriend on my insurance ?

This depends partly on the country and state you are in. However, in the US typically insurance only covers immediate family members, such as husband, wife and children. Some employers/states/federal employers extend benefits to same-sex domestic partners.
Generally speaking, straight couples who are not married but living together do not qualify as family members for insurance purposes. That's one of the benefits of marriage or civil unions.

you may potentially be able to if you are claiming her as a dependent on your taxes, otherwise probably not. It would be best to talk to your employer about this issue
