What are the laws on imitating someone over social media?
So I created a troll account of someone online and they're threading to sue me for using that pics of them without permission. Can they even do this? It's like if someone made a fake Twitter account of Obama and tweeting "ugh. Thanks Obama" and stupid **** like that. Thanks in advance! It would really help if you included some sort of law that I could copy and paste. I mean, I'll really stop being an asshole to this guy but I also want to know if he's even able to sue me.

It is in fact illegal by two standards. One being using someone else's picture without permission and the other being impersonating (but that is more complex). Of course Obama could sue the hundreds of thousands of people impersonating him but that would take tax payers money, time and other people's time.
As for the actual law itself against using other people's picture (copyright)
27. (1) It is an infringement of copyright for any person to do, without the consent of the owner of the copyright, anything that by this Act only the owner of the copyright has the right to do.

I understand what u mean by low quality pics I think ur trying to say they are screenshoted or something and I agree that the acc is fake because celebrities don't really care if people say that the acc is fake
