Usually when a superhero or supervillan gets powers it's either 1: there power was man made (Iron Man, Batman, Captain America ) 2: a very slim probably of accidentally reviving powers (Spider-Man, Sandman) or 3: they were born with powers (superman) I hope this answers your question
