If you answer YES the Officer needs to ask you MORE questions.
Depending on your answers to these extra questions is the next step.
The First Officer has a long line of People. The easy to process are quickly dealt with and sent on their way.
YOU by your answers have said I need extra attention. You are sent to secondary for an Officer to follow up and see what extra things may need to be done.
For example an Inspection of your Food or Clothes for the Purpose of protecting USA Agriculture from diseases and pests. It might be seized if not allowed. Dirt washed off and so on.You have not done anything wrong.
In regards to MONEY you can have as much as you want. They want to know HOW MUCH
If you are not sure ASK and they will count it to get the exact amount.
If you have more than one currency its value changes day to day. They will help you figure out the exact value for the day you pass.
For 14 It depends what it is. There are about 100,000 different Customs Entries Possible. Things like where it was made, what it is made from.
You may need to pay a Deposit for Items you plan on taking back out of the USA. You might need an import permit. You may need to pay duty and taxes The Primary (First) Officer is not expected to know every detail about every possible thing you might have.
His job is to direct you to the second line where a specialist will deal with your particular concerns.
You could have asked Customs and Border Protection.
You are expected to answer as accurately as possible. They also do spot checks to see if people are being honest.. It does not matter how they answer it is just their turn to be checked.further.
