Is it plagiarism if you ask a question on a website such as Yahoo Answers and copy the answers given to you?
But arnt they giving you permission to use the answer?

It depends on the extent of the copying and whether that information is common knowledge. For example, "Japan bombed Peal Harbor on December 7, 1941." is common knowledge and you would not need to cite it.
But if you copied this, word-for-word, without citing the source, then it would be plagiarism:
Basically, before Pearl Harbor was attacked, America was technically neutral. (Through lend lease, America did provide the allies with supplies and arms, but the US did not declare war or send troops to Europe.) In 1941, of course you know that Japanese planes bombed the naval base at Hawaii (aka Pearl Harbor). The next day, FDR referred to the day of the attacks as the "day that will live in infamy" and declared war on Japan. Before this, many Americans wanted to stay neutral (because WWI was extremely deadly, and Americans didn't feel that the war in Europe was "their" war), but NOW, since Japan attacked them, they decided that they would fight. As the person said above, it was pretty much "you attacked us, so now we're going to war against you."
