Is it a possibility for a NASCAR driver to ever win the amount of wins Richard Petty had in one year or no?
With all of the changes NASCAR has gone through in regards to different cars being used, different aerodynamic packages, different drivers, etc., would it be hard for any driver to achieve this today.

That would be pretty much impossible. Petty won a record 27 races in 1967 in the then Grand National Series, but there were many more races in a season as Petty entered 48 that year. Also, many of those wins came without racing against other top drivers like David Pearson, who did not enter as many events.
For what is called the modern era of NASCAR (1972 to today), the record for most wins in a season is 13 held by both Richard Petty (1975) and Jeff Gordon (1998). Even that will be a difficult record to surpass with the level of competition today. The highest win total of any driver since 1998 was Jimmie Johnson with 10 in 2007.

In a season, as far as the modern era (post 1972), Jeff Gordon & Richard Petty are tied for 13 wins in a season. Think the closest anyone has gotten to that since is Matt Kenseth with 7 wins in 2013. So I personally don't see that happening again.

It's not impossible with Brian France in charge of NASCAR;. He will modify rules and add people to the chase to fabricate champions until it's very possible someone could.

Technically yes as there are 36 races, but realistically the field is too close these days.
