Did they know about genes in the Victorian era?

    Not really. Mendel discovered some laws of heredity during that period, but very few people took notice of it until much later, and even then, nobody knew how genes "worked" (i.e. they didn't know what DNA was).

    Not specifically about genes, but they used animal and plant breeding practices to ensure the best outcomes, so they understood the outcomes but not the actual mechanics of genes.

    Yes - a little. Mendel was known by then and Darwin and other scientist were opening people's eyes.

    They knew enough to know that Hemophilia was passed on through the royal blood line.

    No, they knew that some characteristics were heritable (bourbon lip, haemophilia) but the mechanics were not understood.
