"KIA OWED ME $4,000 TO PAY CHASE OFF."

I BOUGHT MY NEW 2014 KIA OPTIMA EX.

    Low credit rating, low income?

    You need at least a 600 credit rating. Those who can't get a regular card may be able to start building a credit history with a "training wheels" Secured Credit card that you have to prepay.
