Wouldn't gravitational waves have to be created every time a photon is generated or absorbed?

Update:

Mass changes during these events, right? So wouldn't it logically follow that a gravitational wave would be created?

Update 2:

Well, photons are supposed to be massless. But the mass of whatever the photon gets absorbed into, or generated from, changes.
