Most of the countries south of us are suffering from the drug cartels and our draconian policies.
If we legalized all drugs, then the people could have their countries back?

People would still jump the border for work, and to escape the political instability in their homelands. Largely because of the efforts of the CIA, there are very few stable governments south of the Rio Grande. Making the fines for employing undocumented immigrants draconian (like the first time a corporation is caught doing they get fined $10 million per undocumented worker, second time the corporation gets forcibly unincorporated and every executive spends 10 years in the general population of a federal supermax prison) should eliminate the work for most of them. But if we're realistic, getting rid of undocumented immigrants isn't really a good idea. Without them, who would pick our food, or roof our houses? Several southern states tried that in 2010, and their agriculture industries collapsed immediately.

I don't think that would fix Mexico. Their government is corrupt in more ways than just the drug trade. I don't see legalizing drugs as a terrible thing though. I think if people want to kill themselves with heroine I'm ok with that.

You'd even see more immigrants because the second largest industry in Mexico would vanish.
