which hero in last update of dotA need more active items ?

First of all I dont know what you mean by that. Im gonna infer that you mean heroes that need active items because of the last update. In this case I would say supports and utility heroes such as tusk, batrider, treant etc... because of the addition of the glimmer cape and the solar crest. Getting these items allow your carries to play more aggressively and increase their chances of survival.
