Bettas are very active notmaly exploring there tank and begging for food. Bettas like the water warm 78-80 and without it being that warm in wont be vey active at all. Also not having that warm could lead to disease or other ailments. Also did you cycle your tank prior to getting the fish?

My beta were never very active. They just kinda floated there. But I did used to tease him by putting a picture of another fish near the rank and he would try to attack it. Your beta should be fine

Yeah it's very normal, they don't really move slit they either just float up or back down, don't worry as long as he's eating then all is good!
