I reached the final stage of the recruitment process. It has been almost a month and still no decision. Is there hope for me to get the job?

Middle of June was my panel and final interview. It was not spectacular but I did quite well. A week after, I was asked to provide the contact details of my references. I got excellent remarks from 2 of the 3 references (the other one either did not respond or gave me negative remarks - he is the President of my present company who does not want me to go).

Two weeks passed amd still no feedback, and so I made a follow-up. The HR replied back, saying they are still in the process of finalizing everything and that I will be informed of the decision once it is reached. Almost a month has passed and still nothing.

This is a position in my country's government (Philippines). Is it rational to still keep my hopes up?
