When a person uses an apostrophe ('s) when pluralizing, what does that tell you about the person?

Update:

Example: "The New Moon and the Full Moon's can give indications of things happening in your chart."

Yes, okay... I was interested in going a little deeper with this question, which is why I put it in the Psychology section.

What's going on in the person's mind, aside from the errors in the composition of English?

    That the person or people don't necessarily understand the english language ( I mean like me )

    That they're struggling with English.

    Understandable, as it is a difficult language.

    It tells me that person does not understand what apostrophes are for.

    Tells you that they don't know how to pluralize words.

    That they arn't well informed about grammar. This could be due to many things education, age, stroke etc.
