Is the anime Black Rock Shooter actually based off the Hatsune Miku song?

Please answer! It's bugged me for weeks. I saw an article that said that. Can't find the article or answers.

    Yes. The song is based off of a picture, and then the anime (both the series and the movie) are based off of the song.
