What law enforcement organization would conduct this investigation?

Imagine the local government has had to shut a large park/small forest down because of a large number of missing persons in that park/area. Who would be the first to conduct the investigation for the missing persons? Federal Marshalls? FBI? Local law enforcement?

    Unless they felt overwhelmed and asked for help the local jurisdiction. Smaller departments often get assistance from the county sheriff or a nearby big city.

    Federal marshals would not get involved unless a federal judge was found buried there or thought to be one of the victims or if one of their protected persons is a suspect in a crime but they would have nothing got do with and not be allowed to enter the secured scene, if any.

    FBI would eventfully get notified via some local detective filling out a VICAP form but unless invited in and the attorney general agrees to send them they have nothing to do with the situation (unless of course it is TV FBI, they do everything)

    local law enforcement would begin the investigation, they would invite in the FBI if necessary
