Area between legs gets very itchy and painful.?

The area between my legs, under the scrotum and before the anus has a tendency to get itchy. An unbearable itch.

The thing is, there is no way to relieve it. Just rubbing the area slightly will result in a horrible stinging pain that lasts for hours.

I ve tried applying aloe to this area but nothing gives me relief. Just touching the area during an itch will make me cry in pain.
