There's a few possibilities why they didn't have a tail. Because Goku and Vegeta reached Super Saiya-jin before Goten and Trunks was born, that cancelled out the growth of a tail. Before GT, it was necessary for a Saiya-jin to lose their tail in order to become a Super Saiya-jin. Another possibility is that Goten and Trunks took on the genes of their mothers since they were human.
