Why can't I link my paypal and ebay accounts?

I have accounts for both sites, I am attempting to connect them but each time I click "Link to my paypal" on ebay it takes me to the create a paypal page. What is going on? Am I not hitting the right button?

    I've only done this once years ago and it worked but can't remember the specifics. As a guess, if it takes you to create a Paypal account, look up the top of that page and see if it has a sign in option as you might have to sign in for the linking to take effect. Otherwise, Ebay has a community forum where you can ask and hopefully someone there will know.

    There is something wrong with the bank account you have linked to Paypal.

    look at the front page of the ebay site at the top of the page - there is your answer
