Is there a way to get YouTube videos to load? What I mean by that is I have slower internet (1.5 MBPS) and when I want to watch a video at higher quality (720p or 1080p) I have to let them load a few minutes so the video isn't constantly buffering. However when I do this, they will only load maybe 4-7 minutes of the video before they stop for whatever reason. They will go farther once I actually watch the video, but other than that they don't load any further. When I pre-load with 480p they almost always load the whole video.

To be honest your internet sounds slow, if you want to watch it i would stick to 480p but if you want to watch it in a higher quality i would personally download the video and then delete it after i have watched it, have you ever thought it might be your PC too? are you sing wired or wireless connection? if wireless try a ethernet cable, have you tried clearing cache and temporary data/cleaning up your PC? try use Cclear and disk de fragment.
