What should/can you do when you see a mother smacking their kid in public?
I work as a cashier and it seems that a certain minority known for their violent cultural habits, have no problem in stopping a crying child by smacking them on the head or shaking them vigorously until they stop. To me, this is a reason why they grow up without a care about physical violence.
I'd like to call children's services or the cops when I see this, but my manager says it's none of my business. What is the moral thing to do???

The law depends on where you live. Familiarize yourself with it and with store policies. You should bring this to the manager's attention. Unless doing so gets you fired. THEN you have a decision to make. Morals or money?
You could try distracting the child as children's attention is easily drawn to strangers. A distracted child may shut up before getting corporal punishment.
If you cannot work within the company frame, quit. Report to your HR office.
If corporal punishment is not illegal, there's not much you can do except try to change the law.

It's ok to give your kid a lil head slap if his misbehaving but not too violent of course.

1. Corporal punishment is legal in 50 states.
2. As such, it is none of your concern.

It is absolutely none of your business.
