Should I wait for him to initiate a hang out?
I've been talking to this guy for a month and a half now. We are long distance (about a 4 hour bus ride), so our contact is mostly texting. And as college students we don't have the extra cash to see each other often. We've only hung out in person three times now, and each time I feel like I was the one who pushed for it to happen. We're not official or exclusive so I don't want to be clingly. Is it wrong of me to wait for him to express interest in seeing me again (I might be waiting forever), or should I just be the one who sets it up every time?

Well, when you hang out, how is it?
Some people are just very bad at initiating plans or do not want to make the plans because like you said, they don't want to feel clingy or annoying. If you guys get together and have a great time and it is evident that he really likes seeing you, then this is probably the case with him. He is probably interested but just isn't the type of person to make plans.
However, if when you guys hang out he seems distant and not all that enthusiastic about being with you, then he probably simply isn't interested enough to initiate plans. If this is the case then I would personally stop reaching out to him and wait for him to ask you. If he really cares about you he'll have to reach out eventually.
