If it's a live fire chase, you are screwed. They will take you down like a fox being chased by 20 hounds and 6 "huntsmen" on horses. If you are hiding out somewhere and know what you are doing, you've got up to 10 years before you make a mistake and the CIA or MI6 tracks you down and sends one of the aforementioned special operations teams for you.

Neither is allowed to operate within the US, so I would think you'd be OK if you could get here.
Of course, then you'd be taken out by police, so I guess you are well and truly fvcked either way.
And for those that don't think US Police can take out a fugitive running from the Special Air Service or the SEALs, the NYPD alone has more firepower, naval and air assets than most nations.

It depends on how much support they have. Without air support, they would have to move on foot or in wheeled/waterborne vehicles, limiting movement. Plus, they would have to get information from the people around you for your whereabouts (without air support and/or satellite overflight), and if these people were of a different race/ethnicity/nationality, it builds distrust. Plus, there is a language difference that would have to be broken down. Intelligence personnel would be helpful with this. Without a good supply source, they would have a limited window to find you.
