That frame of Tom & Jerry was actually from the 1961 Gene Deitch era, when the cartoons were produced in the Czech Republic to maintain a low budget. 13 Tom & Jerry shorts were created at that era, and they considered to be the worst of the series.
Regular Show, in comparison, looks more detailed and produced at a higher budget.

Regular Show looks far better then Tom & Jerry. Has more actual plot behind it as well besides slapstick gags.
