The ballot on off years tends to include random grab bags of topics. Initiatives and similar for states that have something like that. Bond issues at state, county and local levels. Local elections like city and county board that mostly fly under the radar and go by name recognition.

Because the turn out is low in off years, that gives more power to the citizens who vote in every single election. To all those who don't bother showing up - You have effectively given certain people your proxy.
