Is it illegal for a police officer to speed without lights or sirens?
I was walking home from school this morning, and I saw this cop car speeding above the limit without lights or sirens. He arrived at the park next to my house afterwards and just sat there. It was dangerous because some people were about to cross the street. Is this illegal in California?

The police are allowed to supercede the speed limit while in the "lawful execution of their duties." There are times when the police limit their use of emergency equipment to allow them to arrive at a scene without their presence being known.

not at all; depending on the type of call the Officer is responding to, they sometimes will not use the lights/siren.......as far as being "dangerous" - the Officer is trained to operate his/her unit properly and no one was in harm's way
